Many U.S. schools are reopening under reforms and systems pushed by Education Secretary Arne Duncan, who some have called one of the most influential education officials. Many of Duncan's policies are designed to promote accountability and market-based systems through teacher merit pay, school-turnaround strategies and the expansion of charter schools. The reforms are being implemented widely, thanks to unprecedented federal funding through stimulus money and grant competitions, but remain controversial among teachers.
