A majority of the 10 states that won second-round federal Race to the Top grants had strong proposals for increasing or improving online learning, an analysis by an online-learning group found. Some of the programs are in states that have been slower to embrace online learning, and many of the changes involve allowing seat-time requirements to be replaced with competency-based requirements. Some winning states also proposed online-learning options in areas such as professional development and STEM subjects.
